Massachusetts won't issue a License to Carry without a Basic Firearms Safety certificate from a state-certified instructor. This one-day course is taught by a Massachusetts-certified instructor and gives you that certificate, whether you live in Massachusetts or apply as a non-resident.
What you'll cover:
- Massachusetts firearms laws and safe storage
- Safe gun handling
- Pistol parts and how they operate
- Ammunition basics
- Shooting fundamentals
- Range rules
- Cleaning your pistol
The classroom portion ends with a written test, followed by live fire with revolvers and semi-automatic pistols. You leave with your Massachusetts Basic Firearms Safety certificate.
No prerequisites and no gun needed. Students must be 18 or older.

If you live in Massachusetts
Take the class
Complete this Massachusetts Basic Firearms Safety course and keep your certificate. You'll submit it with your application.
Apply to your local police
Residents apply to the licensing authority in their city or town, usually the police department. Bring your certificate and ID, and ask your department how to schedule the application and what else it needs.
Fingerprints, interview and a background check
Your department takes your fingerprints and photo and runs a background check. Some departments also hold an interview or ask for references.
Get your license
Once you're approved, your license is mailed to you. Before you buy a handgun from a dealer, check the state's approved handgun roster.
If you live outside Massachusetts

Send in the non-resident application
Non-residents apply to the State Police Firearms Records Bureau, online through the state's MIRCS gun portal or by mail to 200 Arlington Street, Chelsea, MA 02150. Include your certificate, a self-addressed stamped envelope and the $100.00 fee by bank check or postal money order payable to the Commonwealth of Massachusetts.
Appear in person
First-time non-resident applicants must appear in person at the Firearms Records Bureau in Chelsea. The bureau contacts you to schedule a time, usually within two to three weeks.
Get and renew your license
A non-resident license is good for one year, and there is no grace period, so renew every year before it expires. Questions go to the Firearms Records Bureau at (617) 660-4782.
Rules and fees change. This is a summary, not legal advice: check the Mass.gov firearms license page before you apply.
